Purpose of the role:

The Procurement and Supply Chain Manager is responsible for establishing, leading, and continuously improving the Group's end-to-end Procurement and Supply Chain function across all business entities. Operating as a Group Shared Services function, the role provides commercial governance over sourcing, procurement execution, supplier management, expediting, and logistics while ensuring appropriate separation between technical specification, commercial commitment, and financial control. While strategic in nature, the role remains hands-on, leading a small procurement team and directly managing strategic, high-value and complex procurement activities.

Key Responsibilities:

Operational Management

Strategic Sourcing and Commercial Management
  • Develop sourcing strategies for strategic procurement categories.
  • Lead sourcing activities for high-value, complex and critical procurement initiatives.
  • Lead negotiations relating to pricing, payment terms, delivery schedules, warranties and commercial conditions.
  • Drive cost optimisation through strategic sourcing, supplier consolidation and commercial negotiation to ensure the best value for the Group.
  • Develop framework agreements and long-term supplier partnerships where appropriate.
  • Evaluate procurement decisions based on total cost of ownership rather than purchase price alone.
Procurement Planning and Coordination
  • Consolidate procurement demand across multiple projects and business entities.
  • Develop procurement plans aligned to project schedules, budgets and delivery milestones.
  • Identify long-lead items and implement proactive procurement strategies.
  • Coordinate procurement activity across concurrent projects to optimise resources and supplier capacity and reduce procurement conflicts across competing priorities.
Procurement Execution
  • Oversee the execution of procurement activities across all entities and projects.
  • Personally manage strategic or complex procurement activities where required.
  • Ensure purchase requisitions and purchase orders are processed accurately and within agreed service levels.
  • Ensure procurement activities align with project schedules and operational priorities.
  • Monitor procurement progress and proactively resolve issues affecting project delivery.
International Procurement, Logistics and Expediting
  • Manage international procurement activities, including Intercompany terms, foreign exchange considerations and import documentation.
  • Coordinate procurement activities with the project-based expeditors, logistics coordinators, freight forwarders and customs clearing agents.
  • Ensure compliance with SARS customs regulations, import permits and international trade requirements.
  • Monitor shipment progress and proactively resolve logistics issues impacting project delivery.
  • Support projects by ensuring critical materials are delivered on time and in accordance with contractual requirements.
Governance and Controls:

Procurement Governance
  • Establish and maintain the Group Procurement and Supply Chain Policy, procedures, standards, governance framework, documentation templates, and commercial practices across all entities.
  • Develop and maintain procurement delegations of authority and approval workflows.
  • Ensure procurement activities comply with Group policies, commercial governance, legal requirements and internal controls.
  • Own the supplier onboarding process, ensuring appropriate commercial, financial, legal and compliance due diligence.
  • Ensure no supplier is engaged without the appropriate commercial approvals and procurement process being followed.
  • Prevent retrospective purchase orders and unauthorised supplier appointments.
  • Promote continuous improvement and procurement best practice throughout the Group.
Supplier Relationship and Performance Management
  • Develop, maintain and continuously improve the Group Preferred Supplier Programme.
  • Build strategic relationships with key local and international suppliers.
  • Monitor supplier delivery, quality, responsiveness and commercial performance.
  • Ensure supplier compliance with BBBEE, contractual obligations and applicable regulatory requirements.
Supply Chain Risk Management
  • Identify, assess, and mitigate procurement and supply chain risks across the Group.
  • Undertake supplier risk assessments, including financial stability, capacity and continuity of supply.
  • Identify alternative suppliers and contingencies to reduce supply chain risk and improve competitiveness and diversify suppliers to mitigate risk where commercially practical.
  • Monitor market conditions affecting pricing, availability and supplier performance.
  • Manage risks associated with foreign exchange, international logistics and geopolitical factors.
  • Escalate procurement risks that may impact project delivery, profitability or operational continuity.
Cost Optimisation and Spend Management
  • Identify and deliver measurable procurement savings across project and shared spend categories.
  • Consolidate supplier relationships across entities where commercially beneficial to realise savings.
  • Track procurement savings, cost avoidance and value delivered against agreed targets. 
  • Work closely with Finance to align procurement commitments with cash flow forecasts.
  • Maintain visibility of procurement commitments across projects and entities.
  • Support payment planning through accurate procurement forecasting and supplier scheduling.
  • Negotiate favourable payment terms while maintaining strong supplier relationships.
Reporting and Performance Management
  • Provide procurement commitment reporting to support financial planning and working capital management.
  • Establish supplier performance scorecards and conduct regular performance reviews.
  • Monitor and report procurement KPIs, supplier performance, procurement risks, compliance and savings achieved.
  • Produce regular procurement and supply chain performance reports for Executive Management.
  • Drive a culture of accountability through transparent procurement reporting and performance measurement.
  • Present procurement trends, commercial insights and improvement initiatives to senior management.  
Systems

Systems, Process and Data Management
  • Own and continuously improve procurement processes within Syspro and supporting procurement systems.
  • Drive adoption of workflow automation through Kissflow, Nitro and related digital platforms.
  • Ensure procurement data integrity, reporting accuracy and system compliance.
  • Develop procurement dashboards and management reporting to support informed decision-making.
  • Identify opportunities to automate and simplify procurement processes across the Group.
People and Stakeholder Management:

Team Leadership and Functional Oversight
  • Lead and develop the Group Procurement team.
  • Establish clear service levels, performance standards and workload priorities across procurement resources.
  • Provide functional leadership to project-based procurement, expediting and logistics personnel, irrespective of reporting lines.
  • Coach and mentor procurement personnel while promoting collaboration across projects and business units.
  • Build procurement capability and succession within the organisation.
Engineering and Cross-Functional Collaboration
  • Partner with Engineering, Projects and Operations to translate technical requirements into effective procurement strategies.
  • Promote early procurement involvement during project planning to identify procurement risks, long-lead items and opportunities for cost optimisation.
  • Participate in engineering design reviews, procurement planning meetings, and project kick-off sessions to ensure procurement activities are aligned with project schedules and technical deliverables.
  • Work closely with discipline engineers to understand technical specifications, preferred manufacturers, critical quality requirements and long-lead equipment.
  • Ensure engineering requirements are accurately reflected in RFQs, commercial evaluations and purchase orders without altering the approved technical specification.
  • Coordinate the technical evaluation process, ensuring engineering teams assess technical compliance while Procurement leads the commercial evaluation and recommendation.
  • Resolve procurement-related issues by balancing technical, commercial, schedule and cost considerations while ensuring appropriate stakeholder engagement.
  • Support Engineering with supplier engagement, factory acceptance tests (FATs), technical clarifications and expediting of critical equipment where required.
Stakeholder Management
  • Partner with Engineering, Projects, Commercial, Finance, Quality, SHEQ and Shared Services to ensure procurement supports business objectives.
  • Facilitate collaboration between Engineering, Projects, Finance, Commercial, Quality and suppliers throughout the procurement lifecycle.
  • Work closely with Legal and Commercial functions regarding supplier contracts and subcontractor appointments.
  • Provide procurement advice and commercial support to Project Managers and Business Unit Leaders.
  • Build strong relationships with suppliers and external service providers to enhance long-term value creation.
Minimum Requirements:

Qualifications
  • Bachelor's Degree or Diploma in Supply Chain Management, Procurement, Logistics, Commerce or a related discipline.
  • Professional procurement qualification (CIPS or equivalent) advantageous.
Experience
  • Minimum 6–8 years' progressive procurement and supply chain experience of which at least 3 years should be within an EPC, EPCM, EPS, engineering, manufacturing or project-based environment.
  • Demonstrated experience establishing or leading procurement functions across multiple business units or projects.
  • Proven experience in strategic sourcing, commercial negotiations and supplier relationship management.
  • Strong experience in international procurement, import/export processes and Incoterms.
  • Sound understanding of procurement governance, contract management and commercial risk.
  • Working knowledge of Syspro or a comparable ERP system.
  • Experience with procurement workflow automation and digital procurement systems.
  • Strong understanding of BBBEE, South African procurement legislation, customs and import regulations.
  • Excellent negotiation, commercial, analytical and stakeholder management skills.
  • Demonstrated leadership experience managing procurement teams in a multi-project environment.​​​​​
